The Applied Research of Value Engineering in Cost Control for Metro Construction

With the urgent needs of urban development and largely input of construction fund, more and more cities participate in the metro construction which bring more opportunities and simultaneously more cost control problems to construction enterprises. How to establish practical system and method based on the specialties of construction project, and then reasonably control cost on the basis of ensuring the quality is an urgent problem. Value engineering method is a very effectively way.However, Value engineering is widely used in general machine building industry and Special Equipment. It is at a start-up period and isn’t popularized in construction field, especially in construction stage.Value engineering is a kind of management method which selects a scheme and makes an innovation focusing on function analysis. It help construction enterprises to get better technical and economic benefits by analyzing function and cost of research object which can realize all the functions that user needs with the least cost with five steps:object select, function analyzing, scheme creating, scheme evaluating and implement. There are two methods in evaluating. One is Relative Value Method; the other is absolute value method. Each has their own merits that can be used in various situations. After careful investigation, we choose Relative Value Method with expert evaluation.On the basis of cost control theory and value engineering theory study, we analyze a metro interval project of a city and evaluate its function. Cost control study in previous period of metro construction、supplier select in metaphase、management in construction process have been put into practice. Our study proves that value engineering is practical and effective way in cost control of metro construction.
